In the wake of the tragic 2025 LA County fires, the City, and State are coming together to provide vital support for those affected. At Irvine and Associates, we understand the immense challenges faced by our community during this difficult time. On January 13th, Mayor Karen Bass declared a state of Local Emergency and released Emergency Executive Order ("EO1"). EO1 focuses on rapid rebuilding, reducing developments delays, and ensuring affected residents can return to their homes as quickly as possible.​

Some major points of EO 1 include:​

  • Disaster Recovery Permitting Center

    • A dedicated center in the impacted burn areas will be established to streamline permitting, involving local, state, and federal agencies, including FEMA and SBA.

    • It will operate seven days a week during initial recovery, with participation from multiple city departments

    • The address is 10850 Pico Blvd, Los Angeles CA 90064.​

  • Expedited Permit Review​

    • Building permit reviews for wildfire-damaged structures must be completed within 30 days of a complete application submission.

    • Inspections will occur within two business days, and clearances for occupancy will be processed within five business days. â€‹

​

  • Simplified Review for Eligible Projects

    • Exemptions from certain zoning and discretionary reviews will be provided, ensuring expedited approvals.

    • Projects in the Coastal Zone will have streamlined permitting processes.​​

The Mayor has also instructed various departments to prepare guidelines to further define how implementation will be executed. â€‹

Los Angeles County is actively mobilizing resources to provide immediate relief to residents affected by the recent wildfires. As part of these efforts, the County has established the East Side Recovery Center, where multiple government agencies are offering direct assistance, resources, and guidance to impacted individuals and businesses. Additionally, a dedicated webpage, LA County Recovers, has been launched to serve as a central hub for recovery information. The site includes details on potential funding sources for rebuilding, updates from affected cities, and the latest news on additional services and support programs.
